R12: Please Note That You Do Not Have Access To This Quote When Security Is Enabled (Doc ID 1596351.1)

Symptoms

After enabling Quote Security (by setting profile ASO: Enable Security Check = Yes),
  any new quote created from a Sales opportunity gives the following error:

Please note that you do not have access to this quote.
 



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create opportunity -- note that the sales team on the opportunity includes the salesperson
2. From the 'Proposals and Quotes' tab, Create Quote
3. Primary Saleperson is designated 
4. Select a template and apply, error is displayed

 
Even for quotes created by the user itself (cannot open his own quotes).
