Symptoms

ACTUAL BEHAVIOR
---------------
Consensus Voting Method is not working properly when approving a contract

The Action type, as well as the Approver Group is set to Consensus in the voting method parameter, despite, it behaves as the ‘First responder wins’ voting method.

The current behavior is:
1. Every person in the approver group is notified at the same time.
2. Just one person from the approver group, approves the transaction.
3. The transaction passes to approved status. The rest of the approvers are not required to approve the transaction.

EXPECTED BEHAVIOR

The expected behavior is:
1. Every person in the approver group is notified at the same time.
2. Every person in the approver group approves the transaction.
3. The transaction is not approved until all the approvers have approved the transaction.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup AME for Service Contract Internal Approval transaction type with the Action type, as well as the Approver Group is set to Consensus in the voting method parameter.
2. Create a contract and submit it for approval.
