The Consensus Voting Method is not Working Properly when Approving Service Contracts (Doc ID 1596360.1)

Symptoms

Using the Consensus Voting Method in the AME setup for Service Contract Approval is not working as expected. This might also be referred to as "Parallel Approval".

The Action Type, as well as the Approver Group, is set to Consensus in the Voting Method parameter. However, it behaves as if the "First Responder Wins’ Voting Method was selected.

CURRENT BEHAVIOR
-----------------------
1. Every person in the Approver Group is notified at the same time.
2. Just one person from the Approver Group approves the contract.
3. The contract moves to Approved status. The rest of the Approvers are not required to approve the contract.

EXPECTED BEHAVIOR
-----------------------
1. Every person in the Approver Group is notified at the same time.
2. Every person in the Approver Group approves the contract.
3. The contract is not moved to Approved status until all the Approvers have approved it.
