R12: Incremental MassAllocations for Foreign Currency Journal Creates Wrong Accounted Amounts

The users noticed that R12 Incremental method used for Mass Allocations - Foreign Currency produces incorrect amount. The same formula generated correct journal entries in 11i. The following testcase would give an example:
trying to allocate a foreign amount from point A to point B using allocation formulas as bellow:
Account A : 100 USD equivalent to 71.43 €uros
1. generating journal entry from Mass Allocation formulas using Full method:
Account T : (+100 USD) equivalent to (+71.43 €uros)
Account O : (-100 USD) equivalent to (-71.43 €uros)
2. try to generate the same mass allocation formulas using incremental method and without any new entries added into the account A: note the system creates an incoherent journal entry:
Account T : (0.00 USD) equivalent to (-28.57 €uros)
Account O : (0.00 USD) equivalent to (+28.57 €uros)
This was noticed in R12 , in 11i the same formula generates correct journal entries.
Upgraded to R12.
