Buyer Work Center - Viewing Details On Global Agreement Fails With Java Exception Error Assertion failure: The value cannot be null.

Using Purchasing, when entering the buyer work center - choosing the blanket agreement - lines region - and attempting to view the details - this action results in exception.

Replication Steps:
1. Login to the E-Business Suite and choose the Purchasing Module.
2. Buyer work center - Agreements tab
3. Attempt to update the blanket agreement and then click on the lines region to update the lines
4. The error ensues immediately.

This was happening only on this particular blanket agreement - and other documents worked properly.
The following patches were applied - however - did NOT fix the problem.
