Why Are Budget Value Not Coming Under Comp Summary For ‘Review And Submit’ Task For Placeholder Managers?

Goal
Let say Manager 'X' is managers of employees A, B and C.
And Manager 'Y' is manager of 'X'. So when manager 'Y' go to Review and Submit task, Budget values are coming as 0, whereas we expect the consolidated value as on the compensation summary.
When manager 'X' go to Review and Submit Task, he sees the correct budget values as expected.
Manager 'X' and 'Y' are not eligible for the plan. Only employees A, B and C are eligible.
Find that for managers who don't have direct reports and doing the 'Review and Submit' task for indirect direct reports, under Compensation summary ‘Budget’ and ‘Budget % of Total Eligible Salaries’ values are coming under ‘Allocation Compensation’ Task but under ‘Review and Submit’ task, these values are coming as 0 (zero).
