Cancellation Is Not Qualified At This Point. Quantity "0" Is Not Allowed For A Booked Order ... (Doc ID 1597627.1)

Get error message when cancel order line in 2 Authorized Responsibilities
Cancellation is not qualified at this point. Quantity "0" is not allowed for
a booked order.

Have setup for Order Management - Order Line to Require Reason when Booked
or Entered but we have Authorized 2 Responsibilities using the Applicable To tab.

The behaviour for all other Responsibilities is the expected one (being able
to Cancel line entering a Reason modifying the Quantity to "0" or using the
Cancel Action button)
But for the 2 Authorized Responsibilities you are getting the error:

"Cancellation is not qualified at this point. Quantity "0" is not allowed
for a booked order if not cancellation.
Please delete the line instead or change the processing constraint setup to
qualify the cancellation"

You would expect to be able to cancel the line setting Qty to "0" and using
the Cancel Action without Reason being mandatory.

Get this message for all cancellations of Booked SO Lines not
released to Warehouse, when use the Authorized Responsibilities.

Looking further to the use of this message it appears to be a standard fnd
message (OE_QTY_ZERO_NOT_ALLOWED) that is only used in OE_SALES_CAN_UTIL
package where error is being thrown when No Reason is requested for
cancellation and Booked = Yes and Qty Ordered=0.

Is that possible? There is no way to Cancel a Line without a Reason being
