Error "There Must Be Valid Blanket Purchase Agreement In Effect For The Item You Wish To Transact" When Perform Sub-inventory Transfer For Consigned Item (Doc ID 1597755.1)

On : 12.1.3 version, Consigned Inventory

Intermittently, when attempting to perform a Subinventory Transfer using Telnet (Hand Held device) for Consigned item to take the ownership, following error message was prompted even though there are valid/approved Blanket Purchase Agreement (BPA) exist for that item, however, if user re-try the same Subinventory Transfer process sometime later, the process could be completed successfully.

There must be a valid blanket purchase agreement in effect for the item you wish to transact.
(SuppName=<SUPPLIER>) (SiteCode=<SITE>)|Progress: 010 Error: ORA-1403: no data found in Package PO_AU

Steps to reproduce:

1. Go to Inventory >>Transaction >>Subinventory transfer
2. Error occurs
