Ship Method LOV In HTML Quoting Not Showing The Values Defined In Order Management

Symptoms
--Problem
On : 11.5.10.2 version, HTML User Interface
Defined ship method values in Carrier setups in Order management but this information does not show in the Ship method LOV in Quoting screens
--Expected Behaviour
Expect that as the setup is complete in Order Management that it will be available for selection in the LOV in Quoting
--Steps
1.Setup Carrier in Order management (setup>shipping>freight carriers, cost types>Freight carriers),
2. In quoting navigate to the shipping tab and select the ship method LOV
3.The new ship method setup is not available for selection
