Cannot Cancel Requisition Line In 12.2.2 (Doc ID 1598421.1)

Symptoms

On Applications 12.2.2 :
When attempting to cancel the requisition line, the following error occurs.

1. From the iProcurement home page, under My Requisitions, click on one of the requisitions that is at status Approved.
2. Click on 'Cancel Requisition'.
3. Select line 1 to be canceled and click on Continue.
4. Submit this cancel request and see the error:
You have encountered an unexpected error. Please contact the System Administrator for assistance.
