Update Party Tax Registration Number error 'This record in table HZ_PARTIES cannot be locked as it has been updated by another user' (Doc ID 1598460.1)

Symptoms

In R12.1.3, the following error is received when updating Tax Registration Number for some customers:

Error
This record in table HZ_PARTIES cannot be locked as it has been updated by another user.

There are 3 parties with same name and same Tax Registration Number and each has one Account under it:

1. Registry ID = 001 with Account #123 is active
2. Registry ID = 002 with Account #456 is inactive
3. Registry ID = 003 with Account #789 is inactive

Users want to merge Registry IDs 002 and 003 into 001.
Before doing that, users want to update Tax Registration Number for Registry_IDs 002 and 003 to some other value.
But when try to update Tax Registration Number under Tax Profile tab for these Registry_IDs, users get the above error even though there is no lock on these tables in the database.

-If try to update any other field for these 2 parties: 002 & 003, this error is received:

This tax registration number is already in use for party type: Third Party and party name: ABC Third Party Company  for the same period.

-If try to update tax registration number, then this error is received:

Error
This record in table HZ_PARTIES cannot be locked as it has been updated by another user.

 

Steps to reproduce:

-Receivables Responsibility, N: Customers : Customers
-Query for party with Registry ID 002
-Select the 'Tax Profile' tab.
-Update the Tax Registration Number. The error appears.
