Cannot Enable Install Base for Items with Open Purchases Orders in Master Item form (INVIDITM) (Doc ID 1598990.1)

When attempting to enable Track in Install Base attribute in the Service TAB of Master Item form (INVIDITM), the following error occurs if there exists open purchase orders or open requisitions that are approved and not received for this item.

-- Error
"Install Base Trackable can not be updated since Onhand trackable exists."

-- Expectation
The system should not prevent enabling Install Base for items with open purchase orders, because open purchase orders would not harm when there is no PO receipt transaction yet.

-- Business impact
Due to this issue, users cannot include existing items in warranty contracts. (which requires enabling Install Base)
Users cannot cancel the purchase orders as this will cause confusion with suppliers.


 This issue may surface after upgrading from 11i to R12. The same worked fine in 11i.
