Why are On-Hold Strategies Allowing the Associated Work Items to Move from Pre-Wait to Open?

Goal
When a Strategy is on hold, whether manually set or put on hold through Promise processing, the work items appear to progress their pre/post wait times.
The expectation is that the wait times are also on Hold until the Strategy is released.
