Error "Item Uniqueness check for the Instance failed." (Doc ID 1599244.1)

Symptoms

When a non-serialized item instance is component of serialized Item (component's instance usage code is "IN_RELATIONSHIP"). And a miscellaneous issue transaction is performed on parent item,  it will retire both Item Instances. But while updating the non-serialized component item instance, it errors out with below message:

ERROR
-----------------------
Item Uniqueness check for the Instance failed. A Non-serialized item owned by the same owner already exist in the same Inventory location.Instance validation failed


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
(R): Installed Base Admin
(N): Transaction Error Processing
Query the error
