Adoafmctl.sh Failed To Start A Managed Process After The Maximum Retry Limit (Doc ID 1599784.1)

Symptoms

On 12.1.3 version, IAS for Applications Technology
when attempting to start oafm with $ADMIN_SCRIPTS_HOME/adoafmctl.sh start,
the following error occurs.

After checking $LOG_HOME/ora/10.1.3/opmn/oafm_default_group_1/, and found below error message:

The issue can be reproduced at will with the following steps:
1. Run: $ADMIN_SCRIPTS_HOME/adoafmctl.sh start
2. Issue occurs.

The issue has the following business impact:
