Custom Responsibility Does Not Show Tabs In Buyer Work Center(BWC) (Doc ID 1600038.1)

Symptoms

On  12.1.3 version, HTML Setup Pages, using custom purchasing responsibility to access standard Buyer Work Center (BWC) menu, the tabs on the top of the page are missing.

Steps to reproduce:
1. Login the custom responsibility
2. Navigate to Buyer Work Center > Orders.
3. Orders page opens only with subtabs Headers, Lines, Schedules, etc.
4. Expect Orders page opens as active tab part of Requisitions, Orders, Agreements, Deliverables, Negotiations, Suppliers tabs.
