Symptoms

PROBLEM STATEMENT
=================
On :  12.1.3 version, Modifiers Setup only

ACTUAL BEHAVIOR  
---------------
The modifiers created with quantity condition in secondary UOM are not
applied yet when the quantity condition in inserted in Primary it works just
fine


Item  UOM : Case
Secondary UOM : Pieces
Pricing UOM   : Case  
Price List Defined in  : Case
Modifier  Defined in   : Pieces    
UOM Conversion Defined : Case to Pieces    
Order UOM              : Case


- If modifier is defined in the UOM - Case, then it works
- If modifier is defined in the UOM - Pieces, then it does not apply the
discount.

EXPECTED BEHAVIOR
-----------------------
Expect the modifiers created with quantity condition in the secondary UOM to
be applied to the sales order.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create sales order in secondary UOM and the modifier is not applied.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot apply the correct pricing to the sales order.


Verified the issue in the screen shots as noted below:
