Symptoms

Attempting to create a Transaction and find the tax is calculated at the Line Level even though the system is setup for Header Level.

The Line Rounding Level is used.

You have created a Configuration Owner Tax Option (COTO) at the Operating Unit level with no Rounding Precedence Hierarchy.

You are expecting rounding to use the Rounding Level setting of the Configuration Owner Tax Option.
