"Bill To Site" LOV Shows No Values In the Locations and Billings Tabs of the PN Leases Form Although the Customer "Bill To Site" Is Defined in AR (Doc ID 1600872.1)

ACTUAL BEHAVIOR
---------------
 The Bill to Site LOV shows no values in the Locations and Billings tabs of the Leases form although the customer bill to site is defined.

EXPECTED BEHAVIOR
-----------------------
 Expect to see the defined bill to site of the customers

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Define customer and bill to customer site in AR customers screen.
2. Open the Leases form and define the lease information.
3. In the Locations tab, after selecting the customer, the bill to site LOV contains no data.

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot enter leases in Property Manager.
