ACTUAL BEHAVIOR
---------------
When submitting Create Settlement Batches process, the payment notification is not sent to the customers.

The "IBY_FC_PAYER_NOTIF_FORMAT module: Send Receipt of Payment Notifications" request is not sending the noification emails to the customers.

EXPECTED BEHAVIOR
-----------------------
Expect the payer notification to be sent to the concerned customers.
