Charges Return line does not interface serial number to OM for non_IB tracked item.
The Serial Number should be passed even if the Item is Non-Installed Base trackable.

. Line 1 shows Item Instance = 12345
. Line 2 shows Item Instance =
In Order Management:
. For item 111 the serial number is imported into OM
. For item 222 the serial number is NOT imported into OM
