After Login: Error While Invoking Main Menu. JBO-25200: Application Module Is Not Connected to a Database (Doc ID 1602411.1)

After upgrading to 12.2.2, the following error is encountered in the Navigator pane right after login:

"Error while invoking Main Menu. JBO-25200: Application module is not connected to a database"
