Error "You cannot modify this contract now because a change request is active. Please retry later" When Attempting To Terminate a Service Contract

When attempting to terminate a service contract the following error is displayed:
'You cannot modify this contract now because a change request is active. Please retry later'
Steps to reproduce:
1. Go to (R) Service Contract Manager (N) Launchpad
2. Search for a specific contract from LaunchPad and try to terminate it
- the above error occurs.
The error above can also occurr when trying to do other operations on the contract which will result in a status change.
