Available To Reserve Goes Negative After Subinventory Transfer To Locator Which Does Not Allow Reservations (Doc ID 1603464.1)

Symptoms

Available to Reserve goes negative after a Subinventory Transfer to a locator which does not allow reservations.

Steps to reproduce:

1) Create a lot controlled item and assign it to an organization which is not  On-hand status enabled and which allows negative balances.
 
2) Do Miscellaneous Receipt of the above item for quantity (say 30) in one lot in BULK subinventory (subinventory status allows reservations) and B1.1.1 locator (locator status allows reservations)
 
3) Querying for the item on Material Workbench, we see that Total Quantity = 30, Available to Transact  = 30 and Available to Reserve = 30 when checking for Availability of On-hand at the Organization level.
 
4) Next, create a high level reservation for the item for Qty 30 (i.e. only give the organization & item while creating the reservation). 

Querying for the item on Material Workbench we see that Total Quantity = 30, Available to Transact = 30 and Available to Reserve = 0 when checking for Availability of On-hand at the
Organization level.
 
5) Next on forms, do a Subinventory Transfer of Qty 30 of the item/lot to BULK subinventory and B5.1.1 locator (status of this locator does NOT allow Reservations). Transaction is successful.
 
This transaction can be done though Oracle Mobile also (Warehousing -> Inventory -> Transfers -> Sub Transfer).    

6) Querying for the item on Material Workbench, we can see that Total Quantity = 30, Available to Transact = 30 and Available to Reserve = -30 when checking for Availability of On-hand at the Organization level. This is the issue
