IGIPGMTH: After Upgrade to R12.1 From R11.5.10.2 Attempt to Run CIS 2007 Monthly Return Report: Output Missing Invoices (Out of Scope) (Doc ID 1603838.1)

IGIPGMTH module: IGI : CIS2007 Generate Monthly Returns Process

Symptoms

After upgrading to R12.1.2 from R11.5.10.2, when running the IGIPGMTH CIS 2007 Monthly Return Report, some invoices are not included in the output.
After running the APlist output for the invoice that is missing from the return, it can be seen that:

The missing invoices have a date that falls in the monthly return date range.
The Supplier is CIS enabled.
The overall Supplier amount is positive

As per <Note 434892.1>  IGIPGMTH CIS 2007 Monthly Return Does Not Print Any Negative Amounts And The Log FIle Shows GovTalk, when run the report with Parameter "Amount Type" = All, the invoice is still not included on the report output.
