adop phase=prepare Fails With Can't use string ("2/8") as a HASH ref while "strict refs" in use (Doc ID 1604134.1)

Symptoms

 The following message appears during  'adop phase=prepare'. This is a freshly installed 12.2.0 environment prior to the 12.2.2 upgrade. The same message appears during the 'adop phase=abort':

Can't use string ("2/8") as a HASH ref while "strict refs" in use at /d01/<INSTANCE>/fs1/EBSapps/appl/au/12.0.0/perl/TXK/Common.pm line 291.

adop exiting with status = 255 (Fail

 No log file is created at the location specified
