Unable To Transfer An IB Instance To An Internal Party (Doc ID 1604215.1)

Symptoms

In R12, when attempting to use the 'Change Owner' button to transfer an IB instance owner from an External party to an Internal Party, receive the following error at the top of the page (Update Item Instance /OwnerPartyPG)

ERROR

The Object Version Number passed does not match with the one existing in Installed Base tables

In 11i, it is possible transfer an IB instance to the Internal Party. This is done so the IB record no longer shows as Owned by an external customer.  If it is still owned by an external customer record, it is included in reports and causes confusion. 

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Responsibility: Oracle Installed Base Agent User >> Query an item instance owned by an External Customer >> Update Item Instances
2. Click on the 'Change Owner' button
3. Populate new owner info, need to transfer it to Internal Party so it no longer shows as owned by an external customer
4. Apply >> Get error above.
