Hiring gives warning 'Only one pending Concurrent Request is allowed for ARHDQMSS at any given time' in Self Service > Hire



EXPECTED BEHAVIOR

Do not expect warning message.



STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. (N) Self Service > New Hire
2. Enter all New Hire details in the screens
3. Message appears
