Goal
Let's assume we have user A and user B.
User A can grant proxy access to user B by adding user B in "Manage Proxies" page.
Can sysadmin give the grant for proxy access from user A to User B?
In other words, is sysadmin able to grant account access from A to B; ie without having to login to user A account?
