SOE Displaying Wrong Period When Date Earned And Date Paid Are In Different Months

On : 12.1.3 version, Core Payroll - General, on production instance, patched to R12.HR_PF.B.delta.4
When running the payroll run/quickpayments with an offset payroll, the incorrect period details are reported on the online Statement of Earnings.
The issue can be reproduced at will with the following steps:
1. From customer based international hrms responsibility
2. Submit quickpay with the following details:
Date Paid: 24-Nov-2013
Period: 10 2013 Calendar Month
Date Earned: 31-Oct-2013
3. Review the SOE generated for the employee.
