Interface Trip Stop Request is Stuck At Pending Standby

When attempting to run Interface Trip Stop . The request does not complete.
When navigating to View >Request the status = Pending Standby (green).
View Output button and View log button are greyed out so user is unable to view the log to see what the error message is .
When selecting the Diagnostic button on the same form, the below message is received:
This request is waiting for the Conflict Resolution Manager processing.
This request cannot yet begin processing because other processing requests may conflict with it. The Conflict Resolution Manager will determine when this request may begin processing. User XXXXX submitted this request on 04-DEC-13 No action required. This is a normal condition.
The issue can be reproduced at will with the following steps:
1) Responsibility : Oracle Order Management, Navigate: Shipping--Interfaces--Run
2) Submit the Interface Trip Stop
