Symptoms
On : 12.1.3 version, Patch Application Issues, on development instance patched to R12.HR_PF.B.delta.5
When attempting to apply the hrglobal.drv file, the following error occurs.
Uploading from the data file $PER_TOP/patch/115/import/US/loc_gb/pergbele.ldt
Altering database NLS_LANGUAGE environment to AMERICAN
Dumping from LCT/LDT files $PAY_TOP/patch/115/import/pyseedele.lct(120.0.12010000.7), /u01/software/apphr/apps/apps_st/appl/per/12.0.0/patch/115/import/US/loc_gb/pergbele.ldt) to staging tables
Dumping LCT file $PAY_TOP/patch/115/import/pyseedele.lct(120.0.12010000.7) into FND_SEED_STAGE_CONFIG
Dumping LDT file $PER_TOP/patch/115/import/US/loc_gb/pergbele.ldt into FND_SEED_STAGE_ENTITY
Dumped the batch (PAY_ELEMENT_TYPES_F ASPP Adoption Corrections 2011/01/01 2012/03/31 GB , PAY_INPUT_VALUES_F Stop Reason 0001/01/01 2006/04/13 GB ) into FND_SEED_STAGE_ENTITY

Error loading seed data for PAY_ELEMENT_TYPES_F: ELEMENT_NAME = PAYE Details, EFFECTIVE_START_DATE = 0001/01/01, EFFECTIVE_END_DATE = 4712/12/31, BUSINESS_GROUP_NAME = , LEGISLATION_CODE = GB, ORA-20001: The item 'PAYE_DETAILS_TAX_CODE_ENTRY_VALUE' is referenced by one or more verified formulae.
Cause: You have attempted to change or remove an item which is referenced by one or more formulae. Removal of this item will invalidate the verified formula and cannot be allowed.
Action: Remove the verified formula before removing the item.

The issue can be reproduced at will with the following steps:
1. Apply <patch 17395845>
2. Run Data install, choose GB PER and PAY
3. Apply hrglobal.drv.
