Blank LOV dialog box is shown without javascript error (Doc ID 1607331.1)

Symptoms

1. Query an instance
2. Update instance to change Owner info with external customer record (Party number xxx), then enter % at the Site number and click Torch to search but the BLANK window happen
then close the blank screen and then just click on Torch nothing happen either.
After hitting the flashlight the lov comes up but nothing is
displayed in the dialog box.  This occurs on all pages.

There isn't a java script error.

a.jsp is in the URL.

Stable OAMessageLovInputHelper.java 120.16.12010000.40.

SetsLovRN never comes up as part of the URL.
