Self Service Timecard Errors - "You Do Not Have Permissions To Edit This Absence Entry" (Doc ID 1607534.1)

On Test instance : 12.1.3 version, Seeded Timecard Layouts

Time Data is loaded through Timecard API, along with the absence data (using hxc_retrieve_absences.tc_api_add_absence_types) into the self service timecard.
The timecard is created in "Save" mode so that employee can open the timecard and modify it and then Submit it.
The data is getting loaded successfully and the absences are getting imported correctly and shownig up on the timecard.

But there are some problems happening -

1) When the employee opens and Submits this timecard from self service, an error message is showing "You do not have permissions to edit this absence entry". There was no modification done to the absence data or infact any other data in the timecard. The timecard in Working mode (which was created from backend) was simply opened and clicked on Submit.

2) If we try to update the same timecard from the backend again it gives the error "You do not have permissions to edit this absence entry" even though the update is not affecting the absence rows.

3) In the first page (the summary page) the Absence Days column shows 0 even though there are absence records for the employee. Note this is happening only when the timecard is created from backend.
