On 12.1 HRMS RUP6 version, Compensation Workbench

ACTUAL BEHAVIOR
---------------
A Compensation Workbench plan has been configured to render a Custom Attribute on the Additional CWB Person Information flexfield with a value set holding a list of character based reason.
The Custom Attribute can be selected and rendered in the Employee Allocations table but the Value Set is not enforced.

EXPECTED BEHAVIOR
-----------------------
Expect the LOV to show up.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Compensation Workbench plan has been configured to render a Custom Attribute on the Additional CWB Person Information flexfield with a value set holding a list of character based reason.
2. The Custom Attribute can be selected and rendered in the Employee Allocations table but the Value Set is not enforced.
3. Backed out and re-processed participation process but still the issue exists.
