IB Instance Owner Is Not Updated Correctly For 'Ship Third Party' Logistic Line (Doc ID 1608237.1)

Using Third Party logistic feature to send the customer's broken equipment to repair supplier for inspection and repair.

For the 'Return for Repair' scenario, have a Repair type with
pre-repair RMA,
post-repair SHIP,
third party RMA & SHIP configured.

For this RO type, when a broken equipment is sent in from the end customer, it will be received through pre-repair RMA,
then it's sent to the repair supplier through 3rd-party SHIP.
After the repair is done, it's sent back via 3rd-party RMA,
then it's sent to the end customer via post-repair SHIP.

The problem is the instance owner is not updated to the vendor account after the 3rd-party SHIP,
although the instance current location is updated to the vendor bill-to/ship-to.

First suspect this may be related to the IB transaction subtype setup. has tried the following

SAC for,
pre-repair RMA - change owner to Internal
third party SHIP - change owner to External
third party RMA - change owner to Internal
post-repair SHIP - change owner to External

SAC for,
pre-repair RMA - no owner change
third party SHIP - no owner change
third party RMA - no owner change
post-repair SHIP - no owner change

Also checked the IB install parameter 'Ownership Overwrite'. Still no luck.

Expect the instance owner to be updated to the vendor account after the 3rd-party SHIP

1. Create SR from Depot Repair to return and ship item
2. For the ship line use 'Action Activity' as Ship_Third_Party and entered  the Account field
3. In IB the owner of instance is not updated with the Account field entered
