Credit Reference Letter - Unresolved Cash is Incorrectly Added to Amount Owing

When running the Credit Reference option in Oracle Credit Management, the 'Amount Owing' value, is adding the Unresolved Cash, instead of subtracting it.
This is because of a change made to the way receipts are shown in ar_trx_bal_summary. Previous bugs changed that to a positive value. So the formula should be changed to subtract this value.
Example: The open invoices amount is $100, and an unapplied receipt for $75.
Account Details and Aging shows customer owing = 75, which is correct. But the credit reference letter adds the value as follows:
High Credit 100
Amount Owing 175

- Submit Credit Reference Letter The Amount Owing is > than the actual balance of the customer.
