Symptoms
On : 12.1.3 version, Bills/Routings Open Interface
While trying to create alternate routings with operations and resources using the standard API- Bill and Routings Interface(BOM_OP_RESOURCES_INTERFACE), the resources are not getting added at the operation level due to the following error.

The issue can be reproduced at will with the following steps:
1. Insert Date into the interface tables.
2. Run the import process
