ORACLE error 1722 in FDPRRC - Concurrent Program Completed In Warning Due To FPSRS Cannot Resubmit Your Concurrent Request

Symptoms
On : 12.1.3 version, Request Processing
Custom concurrent program completed in warning due to FPSRS cannot resubmit your concurrent request. The program is schedule to run in every
.05 minutes or 3 seconds from completion of the prior run, but some time the request is not able to submit next request and it happens very intermittently.
When resubmitting the request, it completes normally and submits next scheduled request. Seeing the following error in the request log on failures:

AFPSRS cannot resubmit your concurrent request 482867306. ORACLE error 1722 in FDPRRC
Cause: FDPRRC failed due to ORA-01722: invalid number
STEPS

The issue can be reproduced at will with the following steps:
The program is schedule to run in every .05 minutes or 3 seconds from completion of the prior run, but some time the request is not able to submit
next request and it happens very intermittently. When resubmitting the request, it completes normally and submits next scheduled request.
