Reversing a Capitalized Project Asset doesn't allow the Asset Value to reach Zero

User it's unable to reverse an asset in Projects. Once the asset is reversed and interfaced to FA. The Mass additions process will process all lines, with the exception of 1. It would appear that the Mass Additions process will not allow the asset value to reach zero. Leaving the unprocessed asset line on the mass additions table. This is different behavior from 11i instance whereby user can fully reverse an asset in projects, and the reversed asset value can be zero.


Post Mass Additions:
Mass Addition ID: ##### ==> ** Failed **
Mass Addition ID: ##### ==> ** Failed **


A manual cost adjustment in FAXASSET can also fail with same error:  FA_CCA_NO_ADJ_COST.

You may also see the same error when running Periodic Mass Copy.

The issue can be reproduced at will with the following steps:
1) Find Capitalized (and Transferred) asset in Projects. Press Reverse. Save.
2) Interface to FA
3) Run Mass Additions Process.
