Delete Icon Is Disabled / Greyed Out on RCVTXVTX Transaction Statuses Form For Pending / Running Transactions After RUP 7 / or Release 12.2.x

Symptoms
On 12.1.3 version, Receiving Functions (or in Release 12.2.X )
After RUP7 find Delete Icon is disabled on Transaction Statuses Form RCVTXVTX for many transactions with transaction status Pending or Running although they should be allowed to be deleted.
RUP7 is applied: Last versions of RCVTXVTX.fmx and RCVTXVTX.pld exist:
RCVTXVTX.fmx 12.0.9.12010000.22
RCVTXVTX.pll 120.8.12010000.21
Steps
The issue can be reproduced at will with the following steps:
Purchasing Super User Responsibility
1. Navigate to Receiving > Transaction Status Summary RCVTXVTX Transaction Statuses form
2. Query for all records
3. See many transactions with Transaction Category = Desktop or Interface and Mobile Transaction = Null
4. For some transactions with Transaction Status Error the records can be successfully deleted per <Note 303544.1>
5. For other transactions with Transaction Status Pending or Running
Click on desired line (not the Checkbox beside the line)
From the toolbar, the Delete Icon is NOT enabled (red 'X')
In RCV_TRANSACTIONS_INTERFACE tables records have
PROCESSING_STATUS_CODE PENDING
PROCESSING_MODE_CODE ONLINE
TRANSACTION_STATUS_CODE PENDING or RUNNING
Changes
<Patch 17512558>:R12.INV.B Inventory Consolidated RUP7 or any higher RUP patch has been applied.
