Getting HTTP-400 Bad Request Page Not Found When Running Oracle Diagnostic Tool (Doc ID 1611903.1)

Symptoms

Get the error HTTP-400 Bad Request when running the Oracle Diagnostic tool.
1. Login to Oracle E-Business Suite
2. Select the responsibility "Oracle Diagnostics Tool" (see Note 358831.1 for details)
3. Select application "Oracle Application Object Library" from the "Application" list of values
4. Click the "Advanced" tab
5. Scroll down to group "Setup"
6. Select test name "OA Framework"
7. Input Parameters (* required)
APPS <USERNAME> *
APPS <PASSWORD> *

HTTP-400 Bad Request
