Adding a Price List Line Errors At Bottom of Form With FRM-40737: Illegal Restricted Procedure GO_ITEM in WHEN-VALIDATE-RECORD Trigger (Doc ID 1612163.1)

On : 12.1.3 version, Price List

When attempting to add a new price list line with line type as price break header
the following errors occurs.

APP-QP-225963: Please enter a valid price break
FRM-40737: Illegal restricted procedure GO_ITEM in WHEN-VALIDATE-RECORD trigger.

The issue can be reproduced at will with the following steps:
1. Responsibility: Oracle Pricing Manager
2. Navigate to: Price List > Price List Setup
3. End date a previous price break line and add a new one and change the default start date from ‘01-JAN-2010’ to ‘01-NOV-2013’. Click on save, we are getting this note.
  APP-QP-225963: Please enter a valid price break

*Note: Earlier before application of the patches, the record gets saved.

4. Click ok on the note.
* Note the error at the bottom of the form:
  FRM-40737: Illegal restricted procedure GO_ITEM

5. Now click on Price Breaks button.
6. Save the record in Price Breaks screen without entering any value, the record gets saved.

The issue has the following business impact:
Due to this issue, users found a functionality change in the application before and after application of Patches
Patches applied were: patch 14103598 , patch 16462621, patch 17051810 and patch 17222241
