Unable to Obtain Text Information in Mail Via Delivery Options in Concurrent Program (Doc ID 1612905.1)

On Oracle Applications 12.1.3 version,
the Suppliers Audit Report completes normal, but fails when trying to send an email and the following error occurs where text emails are blank:

Steps to reproduce the problem:
Submit a report with the email option.

Business Impact
All reports in text format cannot be delivered from email to business users across all modules.
