ALC: Setting Cost of an Asset to Zero Does Not Set the Reporting Cost to Zero

Adjusting the cost of a CIP asset to 0 by adding a manual source line or mass addition lines, does not set the reporting cost of the asset to 0.

Expect the reporting cost also to be set to 0

The issue can be reproduced at will with the following steps:
1. Create an asset from an invoice line from Payables
2. Add a manual invoice line in the sourced lines window for the negative cost amount  OR a new mass addition for the negative cost amount; thus resulting in zero cost for primary currency
3. Capitalize the asset, if asset was CIP
4. Notice that the reporting cost of the asset is not 0 as expected

The issue has the following business impact:
Due to this issue, the reporting cost of the asset is wrong.
