Error "This Record in Table HZ_PARTIES Cannot Be Locked " when Updating the Relationships.

On : 12.1.3 version, TCA Integration

 In OCO & Sales Dashboard, got an error for some customers, when updating the
 business relationship .

 This record in table hz_parties cannot be locked as it has been updated by
 another user.

 The issue can be reproduced at will with the following steps:
 1. Sales Dashboard > Customer hyperlink
 2. Search customer > click customer to open
 3. click Business Relationship tab > update existing relationship
 4. click Apply button
 5. Same steps from OCO UI
