Symptoms

Tax records are being stored with Vertex 0, but no records are being saved within the Receivables (AR) tables.

You have two (2) systems.
Both are Vertex 0, calculating CA tax.
No tax is being recorded within CA in Oracle AR tables, but exist in the Vertex tables.
