Symptoms

There are several transactions stuck in Projects interface that will not process.
Project Cost Super User -> Expenditures -> Transaction Import -> Review Transactions
The error says, "The item date is not within the task active dates," but the project/task it is open for the transaction date.
When trying to initiate a change to the record so it would get picked up again for processing, the following error is returned:
"ORA-01403: no data found FRM-40735: WHEN-VALIDATE-RECORD trigger raised unhandled exception ORA-04062."
