General Information on the Romanian Localization


Oracle has commenced development of the Romanian version of EBS HR and Payroll, aimed to be delivered in four phases as described below. The first phase covers HR functionalities and is targeted for release in 2013 Q3, followed by the Payroll and Reporting phases.


The following are the key HR and Payroll features of the localization:

 

I. HR Features


o Employee Identification
     Romanian requirements for name and address format, CNP (‘Cod Numeric Personal’) - Numerical Personal Code, identity documents, bank account details, medical assessment etc.

o Employment
     This section comprises customized attributes related to different forms of employment and the main clauses in the labor contracts: contract categories, job titles as required by the Romanian legislation: COR (‘Clasificarea  Ocupatiilor din Romania’) - the Classification of Occupations in Romania, different working conditions

o Payroll Data Capture
     Necessary information to be provided from an HR perspective in order to run the payroll, including employee identification from a fiscal point of view

o Organizations
     Attributes defining the employer in the Romanian legislative context, for statutory reporting purposes: reporting entities, employer’s juridical, organizing and property forms and official activity areas codification (CAEN)


In Phase I all functionalities will be delivered in Professional user interface (PUI) only and not in self service. In cases where the functionality is not present in PUI the same is delivered in self service. The delivered functionalities will be present either in PUI or in self service but not in both. Self Service capabilities and templates for Person and Assignment details will be handled in further phases.

 

 

II. Payroll Features


The Payroll Feature phase will add the necessary functionality, reporting and processes for running Oracle Payroll solution in Romania, enabling:
o Gross to net calculation
     Localization of all the necessary elements in order to run the payroll: types of earnings and deductions, social insurances, tax and salary withholdings in accordance to the fiscal code and other applicable legislation. Exceptions from the general rules in calculating tax and social insurance contributions are considered. Payment method corresponding to Romania localization will be delivered. All payroll frequencies required for Romania would be handled. Net to Gross
calculation will also be handled.

o Retrospective Payroll processing
     Retrospective Payroll processing for single assignments and multiple assignments, covering all elements, payments, payroll frequency covered in normal payroll processing.

o Multiple assignments, labor contracts and other contracts
     The payroll calculation will consider multiple assignments and differences between labor contracts and other contracts.

o Time Cards and Absences enrollment: absence calculation, sickness payments included in the payroll process

o Payroll Report model: the printable form of the Payroll Report, as required by the Romanian related legislation

 

 

III. Periodic statutory reporting


o ‘Revisal’- reporting employer & employees identification, labor contracts information and related changes

o ‘The 112 Statement’- reporting info related to salary and related incomes, social insurance contributions and salary tax on a monthly basis o Statistics Reports- initially there would be covered 3 reports, the most frequently asked by the Romanian National Statistics Authority (monthly and annually):

- S1- Monthly report on basic salary related incomes, individual social security contributions, worked time, etc. on different activity areas of the employer (if more than one registered);
- S2 – Annual report on repartition of salaries in different ranges, for different job groups (respecting the related Romanian legislation particularities), with corresponding worked time. The report highlights the above information for women out of total employees;
- S3 - Annual report on the workforce cost: salaries, tax and social security contributions on worked time and absence time, plus other costs (training of personnel, recruitment, work security etc.). The report highlights the above information for women out of total employees

 

 

IV. Annual reporting:


o Annual tax statement for employees (nominal report), reports the annual gross income obtained by the employee, deductions and retained tax
