R12: APP-PO-14160 Error while Attempting to Cancel Purchase Orders

Symptoms
While attempting to cancel Purchase Orders, the following error occurs:
APP-PO-14160: Document action not completed successfully
Cause: You attempted to perform a document action that is incompatible
with the document status.
Action: No action required.
Steps to reproduce:
1. Using a Purchasing responsibility, navigate to Purchase Order Summary
2. Query a Purchase Order, go on Tools- Control- Cancel
3. Error occurs
The FND Debug log (fnd_log_messages) shows:
SQLERRM = ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
ORA-06512: at "APPS.PO_DOCUMENT_FUNDS_PVT", line 3843
ORA-06510: PL/SQL: unhandled user-defined exception
ORA-06512: at "APPS.PO_ENCUMBRANCE_POSTPROCESSING", line 3632
ORA-06502: PL/SQL: numeric or value error: character string buffer too small
