POAO Acknowledgment Lines are not Created for Some Orders (Doc ID 1614210.1)

ACTUAL BEHAVIOR
---------------
After applying <Bug 17537422> WRONG 855(POAO) ACKNOWLEDGMENT CODES GENERATED IN ACKNOWLEDGMENT TABLES,
only POAO Acknowledgment Header records are being created for Orders having an Order Source of EDI.

Verified that the Header record was populated in the OE_HEADER_ACKS and the Line record(s) were not populated in the OE_LINE_ACKS table.
I used the following query to do this.


EXPECTED BEHAVIOR

Expected for both the header and line ACKS table be populated.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login as Order Management responsibility.
2. Run Order Import
3. Book / Schedule order,
see that only the header ACKs table is populated.
